La riunione annuale del Council dell'European Physical Society (EPS) si è svolta nei giorni 1 e 2 aprile 2016, nella sede della Società presso l'Université de Haute-Halsace a Mulhouse, che la ospita da molti anni. Le relazioni consuntive per il 2015, presentate dal presidente Christophe Rossel, dal segretario generale David Lee e dal tesoriere Gerd Leuchs, nelle loro rispettive responsabilità, hanno mostrato complessivamente un ottimo stato di salute della Società.

L'Anno Internazionale della Luce e delle Tecnologie basate sulla Luce 2015 (IYL2015), lanciato già durante la presidenza di Luisa Cifarelli e che si è concluso lo scorso mese di febbraio in Messico, ha avuto un enorme successo, con ben più di 5000 attività riconosciute in 148 Paesi e più di 15000 citazioni sulla stampa di 120 Paesi, e persino un’emissione di francobolli a esso dedicata. John Dudley ha presentato la relazione conclusiva.

Tra le attività dei Comitati EPS, il Committee for European Integration ha partecipato all’organizzazione presso Atomki, l'Istituto ungherese di fisica nucleare, dello workshop INARIE dedicato alle prospettive di integrazione nelle strutture di ricerca dei Paesi dell'Europa Centrale.

Il numero degli "EPS Historic Sites" è giunto a ben 28, con 7 nuove entrate nel 2015 e già 2 nel 2016. Il programma Young Minds ha aumentato di 8 il numero di sezioni in altrettanti nuovi Paesi. Il bilancio della Società appare stabile nel tempo, a livello, in cifra tonda, di poco più di un milione di euro. Negli ultimi anni, ogni esercizio si è concluso con un avanzo, che nel 2015 è stato di circa il 10%.

Quanto ai programmi futuri, si sono discusse due diverse proposte per sviluppare un "Point of Presence" (PoP) a Bruxelles dedicato ai rapporti con l'UE. La proposta del Presidente prevede di cominciare gradualmente nell'autunno 2016 per un periodo di prova di 2 anni e mezzo e con una spesa prevista limitata, mentre la proposta dell'attuale Strategy Review Group dell'EPS prevede una spesa molto superiore. La discussione ha evidenziato da un lato la necessità preliminare di definire con precisione gli scopi specifici del PoP, dall’altro che i costi debbano essere sostenibili anche a regime, in un bilancio sostanzialmente costante. La proposta del Presidente è stata approvata e il Segretariato è stato incaricato di raccogliere proposte dalle Società nazionali per definire le priorità del PoP.

Le elezioni dei membri dell'Executive Committee hanno portato, in particolare, al rinnovo per un secondo mandato dei due componenti italiani, Angela Bracco e Lucia di Ciaccio (per i dettagli, si veda il recente articolo su e-EPS). Sono invece state rimandate a una riunione straordinaria del Council, da tenersi presumibilmente in settembre, le elezioni del prossimo Presidente, dato il recente ritiro di uno dei due candidati. Un apposito Search Committee raccoglierà i suggerimenti di nuove candidature.

La prima giornata si è conclusa con una tavola rotonda degli ex-presidenti, con alcuni interessanti interventi storici. Renato Angelo Ricci ha ricordato come le Società di Fisica delle due Germanie si unificassero sotto l'egida EPS prima della caduta del muro di Berlino, Herwig Shopper come i problemi dell'alto costo della sede a Ginevra fossero stati alla fine risolti con la generosa offerta francese di ospitare la Società a Mulhouse.

Nella seconda giornata si è tenuta, tra l'altro, una tavola rotonda su "Physics and Development", con interventi disomogenei. I numerosi e concreti successivi interventi dei delegati hanno evidenziato la necessità di mettere a fuoco azioni consone alla natura della Società, collaborando, possibilmente, con istituzioni scientifiche quali l’International Centre for Theoretical Physics (ICTP), e con società sorelle, quali l'African Physical Society (AfPS).

The Council of the European Physical Society (EPS) held its annual ordinary meeting on 1 and 2 April 2016, in the Université de Haute-Halsace at Mulhouse, which hosts the site of the Society since many years. The 2015 progress reports of the president Christophe Rossel, of the secretary general David Lee and of the treasurer Gerd Leuchs, each in his specific responsibility, showed an overall excellent state of health of the Society.

The International Year of Light and Light Based Technologies 2015 (IYL2015), launched already by the presidency of Luisa Cifarelli and concluded last February in Mexico, has been a tremendous success, with well over 5000 officially recognized activities, in 148 Countries, and more than 15,000 media mentions in 120 Countries, and even an emission of postal stamps. John Dudley gave the summary report.

Among the EPS Committees activities, the Committee for European Integration contributed to the organisation at Atomki, the Hungarian Institute for nuclear physics, of the INARIE workshop dedicated to the integration of the research infrastructures of the Centre European Countries.

The EPS Historic Sites grew in number to 28, with 7 new ones in 2015 and already 2 in 2016.The number of sections of the Young Minds programme grew by 8 new entries in as many Countries. The balance of the Society appears to be quite stable over time at the level, in round numbers, of a little more than one million euros. In the last years the balances closed with a surplus for the year, which amounted to about 10% in 2015.

As for the future programmes, two different proposals to develop a point of presence (PoP) in Brussels for enhancing relations with the EU were presented and discussed. The proposal by the President foresees starting in autumn this year for a test period of 2 and a half years with a sizeable but limited expenditure. The proposal by the present EPS Strategy Review Group is more ambitious with a much higher expenditure. The following discussion has highlighted on one side that the specific targets of the PoP should be focussed and precisely defined, on the other that the costs must be sustainable both in the transient and in the steady state, within the EPS substantially constant balance. The President’s proposal was approved and the Secretariat was charged to collect proposals from the National Societies to define the priorities for the PoP.

The elections of the Executive Committee members resulted, in particular, in the renewal for a second term of the two Italian members, namely Angela Bracco and Lucia di Ciaccio (for details, see the recent news in e-EPS). Contrarily, the elections of the EPS President have been deferred to a special Council meeting to be held presumably in September, as a consequence of the withdrawal of one of the two candidates. An ad hoc Search Committee will collect suggestions of candidate names.

The first day was concluded with a round table discussion of the former EPS Presidents. Particularly interesting were the historical recollections of Renato Angelo Ricci, who illustrated how the Physical Societies of the two Germany got unified before the fall of the Berlin wall, and that of Herwig Shopper who recalled how the difficult problem of the too-high costs of the EPS site, which was then in Geneva, was finally solved with the generous French offer to host the Society at Mulhouse.

In the second day, among other things, a round table was held on "Physics and Development". A few, inhomogeneous, topics were touched. Several concrete contributions from the floor followed, pointing, in particular, to the need to focus on actions proper of the nature of the Society and looking whenever possible for cooperation with scientific institutions, such as the International Centre for Theoretical Physics (ICTP), and with sister societies, such as the African Physical Society (AfPS).
