Collegamenti internazionali della SIF: le ultime novità

Mai come oggi in epoca di COVID-19 i contatti e i sostegni reciproci a iniziative di comune interesse tra le società di fisica nel mondo sono importanti e di grande utilità. Per sottolineare questo concetto ho quindi deciso in questo Editoriale di fornire, in forma concisa, degli aggiornamenti che riguardano i collegamenti internazionali della SIF, alcuni dei quali riprendono dei brevi articoli già pubblicati su SIF Prima Pagina. In particolare tratterò tre diversi punti: i) l'ultima riunione in formato video del Committee on International Scientific Affairs (CISA) dell'American Physical Society (APS) a cui ho partecipato; ii) alcune iniziative delle società di fisica per il COVID-19; iii) un nuovo accordo di collaborazione con la Società Giapponese di Fisica (JPS).

L'ultima riunione del comitato CISA di cui sono membro insieme a Luisa Cifarelli, che è anche attualmente presidente del Forum on International Physics(FIP) dell’APS, si è tenuta per via telematica il 20 aprile. Il comitato ha un nuovo membro, Patrizia Azzi della sezione INFN di Padova, a cui è stato dato un caldo benvenuto. Nella riunione è stato fatto il punto sulle iniziative e attività in corso volte a rafforzare l'interazione tra ricercatori e istituzioni in diverse regioni del mondo al fine di facilitare l'accesso all'informazione scientifica e al suo scambio. Vari programmi dell'APS finanziano brevi soggiorni di studio e convegni in diverse aree geografiche. Tra i progetti recentemente realizzati, c'è anche la African Physics Newsletter (si veda l'articolo di Jim Gubernatis, che ne è stato l'ideatore, su SIF Prima Pagina del mese di luglio 2019) per la quale è stato richiesto aiuto alle società di fisica europee per aumentarne la diffusione e ampliarne i contenuti.

Per informare la comunità su tutte le attività CISA e sugli accordi esistenti tra l'APS e le altre società di fisica nelle varie aree del mondo è inoltre in preparazione una pagina web con una grafica che cattura molto bene l'attenzione. La SIF apparirà in questa nuova pagina web in quanto è una "reciprocal members society" dell'APS, con un accordo firmato nel 2019.

Un altro argomento trattato con particolare riguardo è l'aggiornamento della dichiarazione dell'APS sulla natura internazionale della scienza e della cooperazione scientifica. I punti di partenza sono stati la dichiarazione preesistente e il lavoro fatto dalla tavola rotonda dell'International Leadership Forum a cui ha partecipato Fabio Zwirner (si veda il suo articolo su SIF Prima Pagina). La conclusione importante è che l'APS continuerà ad agire a sostegno dei diritti umani e professionali degli scienziati in tutti i paesi. Continuerà a incoraggiare gli scienziati a intraprendere azioni responsabili per proteggere tali diritti e promuovere la cooperazione scientifica internazionale. Questi concetti ben appartengono a tutti gli scienziati ma l'avere queste dichiarazioni da parte di canali ufficiali e ben riconosciuti permette di trasferirli al mondo esterno, in particolare quello politico.

Per quanto riguarda le iniziative per l'emergenza COVID-19, vorrei ricordarne in particolare due delle quali abbiamo dato informazione sui canali social della SIF. Una è da parte dell'APS che sollecita firme di appoggio a una lettera scritta dal suo presidente Phil Bucksbaum. Questa lettera chiede ai legislatori USA che promuovano azioni concrete che possano contribuire a garantire un recupero rapido ed efficiente della comunità scientifica dalle circostanze risultanti dalla pandemia COVID-19.

L'altra iniziativa che voglio menzionare è il sondaggio anonimo lanciato dalla Società Tedesca di Fisica (DPG) per monitorare gli effetti della pandemia sull'equilibrio tra lavoro e vita privata. Il sondaggio mira a raggiungere una comunità di fisici anche oltre la Germania e i dati, possibilmente scorporati per i vari paesi, saranno a disposizione in estate.

L'ultimo punto di cui voglio informarvi è la firma di un memorandum di collaborazionetra la SIF e la Società Giapponese di Fisica (JPS). Il memorandum tiene conto delle attività di entrambe le società nell'editoria e per l'organizzazione di convegni. La proposta era partita in febbraio prima dell’emergenza sanitaria.

Appena la situazione tornerà alla normalità e potremo incontrarci di persona, avremo modo dimettere a punto congiuntamente qualche specifica iniziativa, anche tenendo conto del fatto che molti fisici italiani hanno collaborazioni solide e durature con fisici giapponesi. Auspico di darvi abbastanza presto notizie positive a questo proposito e anche su nuovi accordi di collaborazione!

The SIF International connections: the latest news

Never as today in the era of COVID-19 contacts and mutual support for initiatives of common interest between the physical societies in the world are important and very useful. To underline this concept, I have therefore decided in this Editorial to provide concise updates regarding the international connections of the SIF, some of which are follow ups of short articles already published in SIF Prima Pagina. In particular, I will discuss three different points: i) the meeting of the Committee on International Scientific Affairs (CISA) of the American Physical Society (APS) which I attended via video; ii) some initiatives of the physical societies for COVID-19; iii) a new collaboration agreement with the Japanese Physical Society (JPS).

The last meeting of the CISA committee of which I am a member together with Luisa Cifarelli, who is also the current chair of the APS Forum of International Physics (FIP), was held via video on April 20. CISA has a new member, PatriziaAzzi from the INFN section of Padua, who has been given a warm welcome. The meeting provided an update of the ongoing activities aimed at strengthening the interaction between researchers and institutions in different world regions in order to facilitate access to scientific information and its exchange. Various APS programs support short visits, actions and conferences in different geographic areas. Among the projects recently carried out there is the African Physics Newsletter (see last year's article in SIF Prima Pagina by Jim Gubernatis, who has been the creator of this newsletter) for which help is requested from European physical societies to increase its dissemination and expand its contents.

In addition, to inform the community about all CISA activities and about the agreements between APS and the other physical societiesin the various areas in the world, a web page is being prepared with graphics that catch the attention very well. The SIF will appear on this new web page since it is a "reciprocal member society", with an agreement signed in 2019.

Another topic treated with particular attention is the updating of the APS declaration on the international nature of science and scientific coverage. The starting points were in the existing declaration and the work done at the round table of the International Leadership Forum of which Fabio Zwirner was one of the participants (see his article in SIF Prima Pagina). The important conclusion is that the APS will continue to act in support of the human and professional rights of scientists in all countries. It will continue to encourage scientists to take responsible actions to protect these rights and promote international scientific cooperation. These concepts belong well to all scientists but having these statements by official and well-recognized channels allows them to be transferred to the outside world, in particular the political one.

As for the initiatives for the COVID-19 emergency, I would like to mention two of them for which we have given more detail information on the SIF socials. One is from the APS which solicits signatures in support of a letter written by its president Phil Bucksbaum. This letter asks lawmakers in the US to promote concrete actions that can help ensure the rapid and efficient recovery of the scientific community from the circumstances resulting from the COVID-19 pandemic.

The other initiative I want to mention is the anonymous survey launched by the German Physical Society (DPG) to monitor the effects of the pandemic on work-life balance. The survey aims to reach a community of physicists even beyond Germany and the data, possibly separated for the various countries, will be available in the summer.

As a last point I would like to inform you about is the signing of a collaboration memorandum of the SIF with the Japanese Physical Society (JPS). The memorandum takes into account for both societies the publishing and conference activities. The proposal started in February before the health emergency. As soon as the situation goes back to normal and we can meet in person, we could jointly develop some specific initiatives, also taking into account the fact that many Italian physicists have solid and long-lasting collaborations with Japanese physicists. I hope to give you positive news in this regard soon, as well as on new collaboration agreements!
