La riunione straordinaria del Council dell'EPS

Lo scorso 26 gennaio si è tenuta, per via telematica, una riunione straordinaria del Council dell'European Physical Society (EPS) a cui ho partecipato. Poiché la Società Italiana di Fisica è una delle società associate all'EPS c'è per noi grande interesse a seguire da vicino il suo lavoro e a partecipare alle decisioni che riguardano il suo futuro. Anche altri colleghi italiani, membri del Council come rappresentanti dei soci o presidenti o rappresentanti di alcuni gruppi o divisioni dell'EPS, hanno partecipato a questa riunione. Il tema centrale della riunione è stato quello della modernizzazione della struttura e dello statuto dell'EPS.

Come punto di partenza è bene ricordare che i servizi offerti dall'EPS sono molteplici e riguardano le conferenze, gli uffici editoriali e le nuove iniziative per attrarre nuovi membri e per costituire gruppi di lavoro sui legami tra mondo accademico e dell'industria.

Inoltre l'EPS, che è una associazione no profit, ha il dovere di adattarsi alle regole amministrative e legali sia del paese in cui è ospitata la sua sede (la Francia in questo caso) che della Comunità Europea. Queste regole sono sempre in evoluzione con l'obiettivo di migliorare in particolare la trasparenza verso il pubblico.

Le necessità impellenti che sono state individuate per l'EPS possono essere raccolte in tre punti. Il primo è quello di coinvolgere delle persone competenti che diano consigli utili al processo di modernizzazione della Società, il secondo è quello di organizzare una revisione e valutazione dell'organigramma e l'ultimo è quello di comprendere come mantenere lo stato di no profit che sia a beneficio dell'interesse generale della comunità dei fisici.

Per il lavoro da fare per questi tre punti ci sono delle scadenze ben definite. In particolare per la preparazione del rapporto sulla Società, contenente anche le proposte di revisione dello statuto, è stata data come scadenza l'autunno 2022. Nel 2023 dovrà essere assunto un nuovo Segretario Generale in quanto è programmato il pensionamento di quello attuale, David Lee.

Di fronte a questo scenario risulta facile capire le ragioni per la richiesta di mettere in atto delle misure transitorie straordinarie. In questo caso è stato richiesto di estendere di un anno il mandato degli attuali membri del Comitato Esecutivo, incluso il Presidente e il Vice Presidente. Il Council ha ben compreso che questa richiesta è dettata dalla necessità di assicurare la continuità durante il processo di revisione e modernizzazione dell'EPS; in ogni caso ci è stato assicurato che il mandato del Comitato Esecutivo non potrà estendersi al di là della riunione del Council del 2023 e quello del Presidente non potrà andare al di là della riunione del Council del 2024. Le elezione del Presidente EPS e dei membri del Comitato Esecutivo si terranno nel 2023. Sarà organizzata anche una riunione straordinaria del Council non più in là di marzo 2023 per esaminare e prendere le opportune decisioni sulle raccomandazioni contenute nel rapporto sul futuro dell'EPS.

Non appare quindi strano, dopo aver letto questo sunto, che il Council abbia approvato a larghissima maggioranza le proposte fatte messe e al voto al termine della riunione. È mia intenzione tenervi informati su quanto verrà fatto nei prossimi mesi e di assicurarmi che il ruolo delle società nazionali, come la SIF, venga potenziato e reso più visibile.

The extraordinary meeting of the EPS Council

On January 26th an extraordinary meeting of the European Physical Society (EPS) Council was held telematically, in which I participated. Since the Italian Physical Society is one of the societies associated with the EPS, it is of great interest for us to closely follow its work and participate in decisions concerning its future. Other Italian colleagues, Council members as membership representatives or presidents or representatives of some of the divisions and groups also attended this meeting.

The central theme of the meeting was the modernization of the EPS structure and statute. As a starting point, it should be remembered that the services offered by the EPS are numerous and concern conferences, editorial offices and new initiatives to attract new members and to set up working groups on the links between the academic world and industry.

In addition, the EPS, which is a non-profit association, has a duty to adapt to the administrative and legal rules of the country in which its headquarter (France in this case) is located and of the European Community. These rules are always evolving with the aim of improving transparency towards the public in particular.

The urgent needs that have been identified for the EPS can be collected in three points. The first is to involve competent people who give useful advice to the modernization process of the Society, the second is to organize a review and evaluation of the organization chart and the last is to understand how to maintain the non-profit status that is for the benefit of the general interest of the physics community.

There are well-defined deadlines for the work to be done for these three points. In particular, the deadline for the preparation of the Society report, also containing the proposals for revision of the statute, is autumn 2022. A new Secretary General will have to be hired in 2023 as the current one, David Lee, is scheduled to retire.

Faced with this scenario it is easy to understand the reasons for the request to put in place extraordinary transitional measures. In this case it was requested to extend the term of office of the current Executive Committee members, including the President and Vice President, by one year. The Council understood that this request is well motivated by the need to ensure continuity during the EPS review and modernization process; in any case we have been assured that the mandate of the Executive Committee cannot extend beyond the Council meeting of 2023 and that of the President cannot go beyond the Council meeting of 2024. Elections for the EPS President and Executive Committee members will take place in 2023.

An extraordinary meeting of the Council will also be organized no later than March 2023 to examine and take appropriate decisions on the recommendations contained in the report on the future of the EPS. After reading this summary it is clear why, by voting at the end of the meeting, a very large majority of the Council approved the proposals.

It is my intention to keep you informed on what will be done in the coming months and to ensure that the role of national societies, such as the SIF, is strengthened and made more visible.

Collabora a esperimenti internazionali che si focalizzano sulla spettroscopia gamma. È membro di numerosi comitati internazionali scientifici e di valutazione. È socia dell'Academia Europaea, dell'Accademia delle Scienze dell'Istituto di Bologna, e socio corrispondente dell'Istituto Lombardo (Accademia).
Angela Bracco is professor of Experimental Physics at the University of Milan and associated to INFN. Her research activity is in the field of nuclear. She collaborates in international experiments focusing on gamma spectroscopy. She is in several international committees for scientific advice and evaluation. She is member of the Academia Europaea, of the Academy of Science of the Bologna Institute and corresponding member of the Lombard Institute (Academy).
