Nuovo bando del Fondo Italiano per la Scienza

È di oltre 330 milioni di euro lo stanziamento denominato Fondo Italiano per la Scienza (FIS) per la ricerca di base sul modello del prestigioso programma comunitario dell'European Research Council (ERC).

Il primo agosto la Ministra dell'Università e della Ricerca, Anna Maria Bernini, ha firmato il decreto che fissa il budget complessivo e le modalità di assegnazione. Il Fondo è pensato per ricercatori emergenti ed esperti nei principali ambiti di ricerca: dall'ingegneria alle scienze della vita. Una percentuale di almeno il dieci per cento del Fondo è destinata a interventi in favore di giovani ricercatori di età inferiore a 40 anni. La domanda di partecipazione deve essere presentata dal Principal Investigator, soggetto proponente, entro il 9 novembre 2023 a questo link.

Sarà il Comitato nazionale per la valutazione della ricerca (CNVR) a occuparsi di promuovere la qualità della ricerca e di assicurare il buon funzionamento delle procedure di valutazione indicando i criteri generali e definendo gli elenchi dei componenti dei Comitati di valutazione (CdV), uno per ciascuno dei ventotto settori di ricerca ERC.

Il primo bando FIS, di 50 milioni, lanciato nel 2021, ha avuto molto successo in quanto sono stati quasi 2000 i progetti presentati e sono state 47 le proposte scientifiche d’eccellenza che riceveranno un finanziamento di circa un milione di euro ognuna, come comunicato lo scorso luglio. A fronte del successo riscontrato dalla prima procedura FIS 2021 in termini di domande presentate, nell’ottica di garantire la massima partecipazione sarà consentito anche ai Principal Investigator che non abbiano superato la fase iniziale della procedura FIS 2021, di accedere a questa nuova procedura.

Avere aumentato il FIS passando da 50 a 330 milioni è un passo molto importante per la ricerca di base e molto significativo in quanto va nella direzione di investire nella ricerca con investimenti stabili, che diano prospettiva, certezza e che mirino all'eccellenza.

Sembra proprio che i numerosi appelli fatti in questi ultimi anni da molti scienziati, tra i quali Ugo Amaldi, Luciano Maiani e il Premio Nobel Giorgio Parisi (spesso riportati su SIF Prima Pagina) in cui si affermava che non c'è futuro se non c'è ricerca, soprattutto quella di base, abbiano avuto alcuni effetti positivi.

Si spera che il segnale positivo di questa edizione del FIS possa rendere più efficaci le ulteriori richieste dei ricercatori che intendono assicurarsi stabilità e l’adeguato finanziamenti per la loro ricerca. È importante che l’Italia si metta al passo con i paesi più virtuosi affinché la ricerca possa sempre di più garantire l’innovazione, il progresso e il benessere della nostra società.

New call from the Italian Science Fund

The recent allocation of the Italian Science Fund - Fondo Italiano per la Scienza (FIS) - for basic research on the model of the prestigious European Research Council (ERC) programme amounts to more than 330 million euros.

On August 1st, the Minister of University and Research, Anna Maria Bernini, signed the decree that sets the overall budget and the methods of allocation. The Fund is designed for emerging researchers and experts in the main research fields: from engineering to life sciences. A percentage of at least ten percent of the Fund is intended for interventions in favor of young researchers under the age of 40. The application for participation must be submitted by the Principal Investigator before 9 November 2023 at this link.

The National Research Evaluation Committee (CNVR) will be responsible for promoting research quality and ensuring the proper functioning of the evaluation procedures by indicating the general criteria and defining the lists of members of Evaluation Committees (CdV), one for each of the twenty-eight ERC research areas.

The first call of the Italian Science Fund (FIS), of 50 million, launched in 2021, was very successful as almost 2000 projects were presented and 47 scientific proposals of excellence will receive funding of around one million euros each, as communicated last July. Given the success of the first FIS 2021 procedure in terms of applicants, with a view to guaranteeing maximum participation, it will be possible also to Principal Investigators who have not passed the initial phase of the FIS 2021 procedure, to access this new one.

Having increased the FIS from 50 to 330 million is a very important and very significant step for basic research as it goes in the direction of investing in research with stable investments, which give perspective, certainty and which aim for excellence.

It really seems that the numerous pleas made in recent years by several scientists, including Ugo Amaldi, Luciano Maiani and Nobel Laureate Giorgio Parisi (often reported in SIF Prima Pagina), in which they stated that there is no future if there is no basic research, have had some positive effects.

It is hoped that the positive signal of this edition of the FIS will make more effective the further requests of researchers who intend to ensure stability and adequate funding for their research. It is important that Italy catches up with the most virtuous countries so that research can increasingly guarantee the innovation, progress and well-being of our society.
