La scottante questione della valutazione

Avevo cominiciato a scrivere il mio Editoriale ancora una volta – non è la prima – sulla questione della valutazione, in particolare in merito all'Abilitazione Scientifica Nazionale (ASN) dei ricercatori italiani. Vi invito infatti a rileggere "Fisica nella tormenta", l'Editoriale scritto sul numero del mese di luglio 2016 di SIF Prima Pagina insieme a Paolo Rossi, allora nostro rappresentante al Consiglio Universitario Nazionale (CUN).

In quell'Editoriale, facevamo riferimento a una dichiarazione della Società Europea di Fisica (EPS), "On the use of bibliometric indices during assessment", fatta durante la mia presidenza EPS, che sottolineava proprio l'importanza di procedure rigorose di valutazione ma non inutilmente rigide, tali cioè da garantire ai valutatori la possibilità di tenere conto delle caratteristiche e specificità dei vari settori e rispettivi ambienti di ricerca nei quali operano gli studiosi da valutare.

E facevamo anche riferimento a una lettera del 12 luglio 2016 da me indirizzata, come Presidente della SIF, all'allora Ministro dell'Istruzione, dell'Università e della Ricerca (MIUR), Stefania Giannini, e al Presidente dell'Agenzia Nazionale di Valutazione del Sistema Universitario e della Ricerca (ANVUR), Andrea Graziosi, sollecitando un tempestivo intervento correttivo. Intervento che, sostanzialmente, non c'è stato.

A seguito delle sollecitazioni di diversi colleghi di diversi settori della fisica e della recente iniziativa dei nostri attuali rappresentanti al CUN, Giovanni Fiorentini e Francesca Monti, la SIF ha inserito proprio il tema della valutazione, dell'ASN e dei settori universitari scientifico disciplinari (SSD) e concorsuali (SC) all'ordine del giorno della sua Assemblea Generale dei Soci prevista il prossimo 12 settembre al Congresso SIF di Trento, in vista di un'ulteriore azione da intraprendere nei confronti del MIUR e dell'ANVUR.

Proprio in questi giorni, più che mai appropriata e tempestiva, ho ricevuto in copia una lettera indirizzata al Ministro MIUR Valeria Fedeli, firmata da illustri esperti stranieri nel campo della ricerca sulle onde gravitazionali, tra cui il Premio Nobel Takaaki Kajita, contenente un accorato appello contro gli assurdi automatismi della valutazione.

PS: Altra cosa che desidero condividere con tutti i lettori di SIF Prima Pagina è il messaggio del Direttore Generale del CERN Fabiola Gianotti del 21 agosto 2017: "The CERN flag was flying at half mast from 18 to 20 August, during the period of national mourning in Spain. Sadly, flags on Finnish government buildings were also lowered to half mast on 19 August, following an attack in the city of Turku. Our thoughts go out to the victims of this latest atrocity in one of our Member States." Questo messaggio mi dà lo spunto per esprimere la forte solidarietà dell'intera comunità dei fisici italiani verso i loro colleghi spagnoli e finlandesi in questi tempi orribili di terrorismo.


The burning question of assessment

I had begun writing my Editorial once again – it's not the first time – about the issue of evaluation, especially with regard to the National Scientific Qualification (ASN) of Italian researchers. In this respect I invite you to read "Physics in the storm", the Editorial written on the July 2016 issue of SIF Prima Pagina together with Paolo Rossi, then our representative at the National University Council (CUN).

In that Editorial, we referred to a statement by the European Physical Society (EPS), "On the use of bibliometric indices during assessment", made during my EPS presidency, which stressed the importance of evaluation procedures strict but not unnecessarily rigid, such as to give evaluators the ability to take into account the characteristics and specificities of the various sectors and research environments in which scholars to evaluate work.

And we also referred to a letter dated July 12, 2016, addressed to me as President of the SIF, to the then Minister of Education, University and Research (MIUR), Stefania Giannini, and to the Chairman of the National Evaluation Agency of the University and Research System (ANVUR), Andrea Graziosi, urging a timely corrective action. An action that, basically, was not taken.

Following the efforts of several colleagues from different fields of physics and the recent initiative of our present CUN representatives, Giovanni Fiorentini and Francesca Monti, the SIF has included the theme of the evaluation, of the ASN and of the universitary scientific-disciplinary (SSD) and competing (SC) sectors on the agenda of its Members' General Assembly scheduled for September 12 at the SIF Congress in Trento, in view of a further action to be taken towards both MIUR and ANVUR.

In these very days, more than ever appropriate and timely, I have been copied a letter addressed to MIUR Minister Valeria Fedeli, signed by distinguished foreign experts in the field of gravitational waves research, including Nobel Prize winner Takaaki Kajita, containing a heartfelt appeal against the absurd automatism of evaluation.
